This guide covers inbound calls from residents, owners and contractors. It proposes an operational process using synthetic examples. Recording a report does not authorise a contractor, confirm who will pay or replace a qualified assessment of damage.
Key takeaways
The main points for an AI phone assistant in property management are:
- Establish the location before processing the issue: street and building number, then entrance, staircase or unit where needed.
- Receiving a new maintenance report differs from disclosing information about an existing case; a telephone number alone should not authorise access.
- Start with a property-and-responsibility matrix covering permitted actions, operating hours and fallback destinations.

How does the assistant identify the property, unit and caller?
Property managers often handle similar street names, several entrances and multiple units within one building. Establish the location before processing the issue. Ask for street and building number, then entrance, staircase or unit where needed. Read back the identifying details before associating the report with a managed property.
A name alone is rarely sufficient. An owner may hold several units; a caretaker may cover several buildings. A contractor's switchboard number is also not a unique property identifier. Use an existing property reference only when it has been reliably understood or confirmed.
The table defines five fields of a usable property report, with the operational purpose and the treatment of uncertainty for each.
| Field | Operational purpose | Treatment of uncertainty |
|---|---|---|
| Property and entrance | Determine responsibility and service coverage | Mark unresolved matching explicitly |
| Unit or affected area | Distinguish a flat, basement and shared space | Do not infer a unit from a surname |
| Reported issue | Prepare the next action | Summarise the caller's observation |
| Contact and availability | Enable follow-up | Confirm the callback number |
| Existing case reference | Connect further information | Send unknown references for review |
Local terminology across DACH can include staircase, floor, apartment number and Austrian “Top” identifiers. Represent the vocabulary your residents use in the property data and test it. This is a configuration requirement, not evidence that any particular vendor automatically understands every local convention.

Worked example: turning a water report into a usable case
Synthetic example: A tenant reports water on a basement ceiling at building 14, entrance B. She does not know the property identifier or the source of the water. The assistant records the observed condition, location and contact method. It does not add a guessed cause or promise a repair time.
A useful case reads: “Water reported on basement ceiling; building 14, entrance B; source unknown; contact available on site; routed to the on-call service under the approved escalation process.” A separate transfer result should show whether a person actually answered. The distinction between an observation and a diagnosis remains visible.
If the first destination is unavailable, follow the approved fallback. Do not transfer back to the same public number that routes calls into the assistant. A loop can trap the caller and occupy additional telephone capacity without bringing anyone closer to resolving the issue.

Which reports are escalated immediately?
Escalation policy. Agree with qualified responsible staff which reports require immediate escalation and which enter the normal queue. The AI should not invent its own damage assessment. Where there may be danger, its role is to execute the approved handover process and avoid unsupported reassurance.
On-call list. The on-call list needs to match the property and the current time. A generic emergency contractor may cover only part of the portfolio. Identify who can change the contact list, who checks it and how temporary arrangements are reflected in the assistant's configuration.
Stated urgency. Also test the difference between “I urgently want a callback” and a report that your approved policy assigns to immediate escalation. A caller's stated urgency can be recorded without automatically authorising paid work. The receiving team needs both the reported facts and the caller's requested timing.

Does recording a report instruct a contractor or approve costs?
Separate states. The assistant can capture a report and create a task. Instructing a contractor may require further checks, delegated authority or expenditure approval. Represent these as separate states in both the working system and the spoken response.
Closing message. A suitable closing message might be: “I have recorded your report and passed it to the responsible team.” “The plumber will arrive today” is inappropriate without a confirmed attendance arrangement. The same principle applies to statements about liability, payment or legal remedies.
Supplier assessment. Changing property-management processes is the specific focus of Cambioo's telephone product. When assessing such a supplier, examine the actual case it creates: property association, responsible person, status and delivery into your application. An industry label does not prove integration with every property-management platform.
Staff view. Ask the supplier to show what the member of staff sees, rather than ending the demonstration when the call finishes. Can the recipient identify the building, recognise missing information and take the next action from one screen? That is a more useful acceptance question than whether the summary sounds polished.

Why do status enquiries need stronger controls than new reports?
Receiving a new maintenance report differs from disclosing information about an existing case. A telephone number alone should not authorise access to tenancy details, payment disputes or another resident's personal information.
Define which general information can be given without identity checks and which requests require verified contact or human handling. Shared household numbers and callers acting on someone else's behalf make mistaken associations particularly easy. An ambiguous match should lead to review rather than disclosure.
Protect summaries as well as recordings. A broad email distribution list may be unsuitable for sensitive resident information. Purpose limitation, data minimisation and appropriate supplier agreements should be considered during procurement. GDPR, Articles 5 and 28

How do you handle duplicate reports and application outages?
Duplicate reports. Several residents may report the same incident. The working system should make possible matches visible without prematurely discarding a report. Two water problems in one building may have different causes. Compare location, timing and confirmed case references before merging information.
Differences between reports. Retain useful differences between reports. One caller may identify a different affected area or provide a contact who is currently on site. Linking that information to an existing case can be helpful; overwriting the original description with a generic summary can remove evidence the team needs.
Application outage. If the property-management application is unavailable, intake needs a recorded pending state and an owned redelivery process. A failed integration must not appear as completed work. Use a stable case identifier to recognise retries and prevent repeated delivery from creating several independent tasks.
Pending deliveries. The people responsible each day need to see a list of all pending deliveries. It should also be visible which urgent reports have not yet reached a human recipient. These two kinds of failure call for different responses.

How do you test the complete working process?
Include these cases in the acceptance test for a property-management phone assistant:
- an unknown address
- similar buildings
- a missing unit
- repeated reports
- a contractor call
- an unauthorised status enquiry
- an unavailable destination application
Let actual case handlers work through synthetic reports without extra explanation. Assess whether they can proceed without calling the resident back for basic information.
Track correct property matching, complete callback details and escalations accepted by a person. Measure handling effort per case as well. More automatically answered calls help only if the organisation can reliably process the resulting work.
Start with a property-and-responsibility matrix covering permitted actions, operating hours and fallback destinations. It gives the supplier a concrete specification and gives your team a way to verify that the assistant remains useful after staff, contractors or property assignments change.

| Water reported in basement | Address, location, callback | Follow approved emergency-service route |
| Existing case enquiry | Case reference and authorised person | No other tenant's information |
| Ambiguous address | Clarification and provisional assignment | Do not guess the property |
| Repeated report | Existing case association | Update rather than duplicate dispatch |
