Key takeaways
- An existing offering deserves evaluation when content and identities already live in the same managed environment and the tasks mainly concern those sources.
- Custom work can be appropriate when a necessary retrieval flow, specialist source, tenant boundary or output format cannot otherwise be implemented adequately.
- Run a small, fair comparison using your own tasks: start with available capabilities and build out demonstrated gaps.
Start with existing sources and real work questions. If the information lives in well-maintained SharePoint collections, an existing product can be a sensible baseline. If sources, permissions, output or workflows have special requirements, test that particular gap. Custom software is not automatically better, and an existing license does not automatically cover the task.

Which three implementation paths can you compare?
The choice between an existing Microsoft offering and a custom RAG assistant runs along three implementation paths:
- Existing Microsoft capabilities. The first path uses existing Microsoft capabilities close to the content already managed there.
- Configured agent. The second configures a scoped agent with selected sources and workflows.
- Custom application. The third builds an application that controls retrieval, context, model use and interface.
These paths can overlap. A custom interface may use managed search. A configured agent may call a custom API. The important distinction is therefore who owns each responsibility rather than the label attached to the solution.
Microsoft explicitly describes RAG inside Copilot Studio. Separate the product choice from the architecture pattern. Microsoft: RAG in Copilot Studio. Product details here were checked against official documentation on 26 September 2026; tenant, region and plan conditions still require validation for the actual deployment.

Identify the Microsoft access you actually have
Record the exact product licensed and enabled. An organization may recognize several offerings as Copilot even though their data access, deployment surfaces and billing differ. Note the product, environment, user population and relevant administrative settings.
For interaction with SharePoint agents, Microsoft lists an appropriate Copilot license or organization-enabled pay-as-you-go access. This does not mean every Microsoft 365 user receives every agent feature without additional charges. Microsoft: getting started with SharePoint agents.
Use an ordinary user account to check reachable sources and available features. Demonstrating with an administrative identity can hide both licensing and permission boundaries. Record the tested state so later comparisons use a consistent baseline.

Source coverage requires more than a connector name
For each source, identify the material needed: pages, files, attachments, structured records or live transactions. A connector label does not establish that a decisive exception in a table or attachment survives extraction.
Check updating behavior as well. How long before a correction appears in answers? What happens when a file is deleted or credentials expire? How are historical and future-effective versions distinguished? These questions apply to both packaged and custom applications.
Current quantities or status fields may require a direct application query. A regularly imported document can be substantively stale despite a successful indexing run. Specify the acceptable freshness window for each source.
Also test source links as the ordinary user. A technically correct citation that opens only for an administrator is not useful evidence for the employee receiving the answer. The evaluation should cover the entire route from question to accessible supporting passage.

Permission behavior differs by connection
For SharePoint agents, Microsoft describes responses based on the caller's permissions. Access to the agent and access to the underlying sources are separate controls. Microsoft: manage agent access.
One Copilot Studio distinction is particularly important. Its documentation describes SharePoint/OneDrive sources as using delegated authentication and security trimming. The configured Azure AI Search connection is described as non-delegated and without that automatic user-based trimming. This does not mean Azure AI Search cannot support access control. It means this particular connection must not be assumed to provide the same permission behavior. Microsoft: knowledge sources and authentication.
If users may see different subsets, the solution must enforce those differences technically. A prompt saying “respect access permissions” is insufficient. Record the identity used on every retrieval path and test revocation and shared caches.

When is an existing agent a useful starting point?
An existing offering deserves evaluation when content and identities already live in the same managed environment, tasks mainly concern those sources and the available interface fits the team. It may reduce custom operating work.
Source cleanup and business review are still required. A packaged product does not automatically know which conflicting policy is authoritative. Improved discovery can expose existing oversharing. Assign content ownership as part of introduction.
Start with a bounded task collection and measure actual usefulness. If the product meets the need, that is a valid successful outcome. Custom development should address a demonstrated additional requirement rather than provide technical control nobody needs.
06 / 13
When is a custom application justified?
Custom work can be appropriate when a necessary retrieval flow, specialist source, tenant boundary or output format cannot otherwise be implemented adequately. An interface embedded in an existing business workflow may also matter.
State the gap in testable terms. “We need flexibility” is vague. “The answer must combine four approved fields from Source A with a current status from System B, with separate access checks” can be evaluated.
Additional control brings operational responsibility. Someone must handle import failures, model changes, outages, source versions and security alerts. A prototype producing a good answer does not establish that this operating model exists. The RAG architecture guide helps expose those responsibilities.

A synthetic service-team comparison
A fictional team uses approved SharePoint instructions and a separate application containing current maintenance orders. Some questions concern general product procedures; others concern a particular customer's order. Some technicians may only view their assigned customers.
A SharePoint agent may already meet the general-instruction task. Current order status requires a suitable connection and identity enforcement. The appropriate solution may therefore use two paths rather than forcing every task into one product.
Test the same questions against the same permitted sources. A variant must not appear better merely because it receives more confidential information. Assess correct answers, valid evidence, permissions and effort to complete the task. This is a planning scenario, not a completed product benchmark.

Use an evidence-based selection table
The following selection table lists the evidence a comparison between Copilot and a custom RAG application should produce for each criterion.
| Criterion | Evidence required |
|---|---|
| Answer quality | Subject-reviewed real questions and difficult cases |
| Source support | Claims trace to specific accessible passages |
| Permissions | Different roles, revoked access and restricted sources |
| Freshness | Corrections and deletions appear within the agreed window |
| Workflow fit | Users reach the next step without unnecessary detours |
| Operations | Ownership, outage behavior and error handling |
| Cost | Licensing, usage, maintenance and human rework |
| Exit options | Exportable content, configuration and evaluation data |
Identify mandatory conditions before the trial. A lower price cannot compensate for unauthorized disclosure through faster answers. Other trade-offs can be considered when business owners understand their consequences.
Separate must-have requirements from preferences. An exact brand color in the chat may be desirable, while authenticated access to a restricted source may be essential. This distinction prevents interface differences from outweighing a material operating failure.

What does each path cost beyond the license price?
Existing licenses. Existing licenses can reduce additional spending without making implementation free. Source cleanup, access review, user preparation and maintenance still require effort. Usage-based features need a realistic workload estimate and verification against actual calls.
Custom application. A custom application adds development, hosting, retrieval infrastructure, model usage and upkeep. Include backup coverage for the operating team. A low apparent cost can conceal dependence on the one person who understands the pipeline.
Like-for-like comparison. Compare a defined period with similar usage and the same quality requirement. Separate implementation from recurring costs. Include human checking rather than treating a quickly generated unverified answer as a completed task.
Higher usage and reprocessing. Check what happens at higher usage and during reprocessing. A change to document extraction can require substantial reindexing even if employee question volume stays constant. This affects custom and managed services differently and belongs in the operating estimate.

How do you run a comparison that resolves the decision?
Shared questions. Prepare shared questions and have the expected outcomes reviewed before either product answers. Separate simple lookups, explanations involving exceptions, multi-source questions and live-system information. Strong performance on easy cases must not hide a weakness in the workflow that matters most.
Same test identities. Use the same ordinary test identities for each variant. Record which additional configuration was needed and who created it. A product that seems ready to use immediately may need considerable preparation; a custom application may benefit from infrastructure that already exists. Both effects belong openly in the comparison.
Two review perspectives. Review answers without displaying the product name where practical. A subject specialist checks facts and evidence; a typical employee completes the associated task. The first perspective catches errors; the second shows whether the answer is understandable and usable in practice. Note any differences between the two assessments.
Repeat after changes. Repeat critical cases after a source correction and an access revocation. This evaluates operating behavior beyond a rehearsed ideal state. A process that works only with unchanged documents is rarely sufficient for ongoing operation.
Differentiated result. The result can legitimately approve one route for general instructions and another for current customer data. Document that boundary in the interface and user guidance so employees know which system remains authoritative for each task.

Plan for change and exit
Keep source definitions, evaluation questions and business rules outside a single conversation or proprietary prompt editor where possible. They should remain usable when the product changes. Check which configurations can be exported and which integrations must be rebuilt.
Define triggers for reevaluation: new confidential sources, additional tools, another user group or material product changes. A suitable read-only solution may need additional controls when asked to create records or send messages.
The next useful step is a small, fair comparison using your own tasks. Start with available capabilities and build out demonstrated gaps. The acceptance plan supplies evaluation cases, while the cost guide supports a fuller calculation.
Document the decision in terms of evidence: which tasks passed, which failed, which limitations were accepted and who owns them. That record is more useful than declaring one architecture universally superior. It also makes a later extension easier to assess without repeating the entire selection exercise.
