Key takeaways
- Separate the runtime licence from the licence of the exact model you download. Ollama itself uses the MIT licence.
- For local-only operation, disable cloud features and test the application's outbound connections. Ollama documents
OLLAMA_NO_CLOUD=1. - Put access controls in front of shared use: the local API requires no authentication.
- Approve the task, answer quality and operating arrangements together. A working chat demonstration is only the starting point.

What does Ollama provide, and what must you add?
The official quickstart describes downloading and chatting with a local model. This is a useful starting point for an administrator evaluating whether a specific task can run on their own equipment. Record the runtime release and model artefact before evaluating results, so a later change can be distinguished from the original trial.
Keep the business application separate in your design. Decide how employees sign in, which documents they can use, where conversations are stored and who investigates failures. Check whether your selected Ollama release and application provide the user management and user-attributed audit records your company needs.
Ollama does have operational logs. Its troubleshooting documentation describes where to inspect them. An operational message showing a failed request is different from an audit record identifying the employee, authorised source and action. Define the evidence your application needs and test whether it actually records it.
For management, the decision should therefore name both a useful task and an accountable operator. Buying equipment or installing a runtime does not answer who maintains the service when the original administrator is unavailable.

Which company tasks should you test first?
Consider drafting, fixed-label classification and internal questions as separate candidates. For drafting, ask a subject specialist to assess whether the result preserves the supplied facts and whether an employee can check it before use. Keep the trial within the source material and data categories you have approved.
For classification, define the permitted labels and what happens to an ambiguous item. Ollama's generation API supports JSON or a JSON schema for structured output. That provides an output format to test; it does not establish classification accuracy. Include confusing examples and check the resulting decisions, not just whether the response can be parsed.
Internal questions require additional work around retrieval, permissions and citations. Installing a model should not be presented as installing a complete company knowledge system. The knowledge-base guide explains how to organise sources and responsibilities; the acceptance guide helps define answer and permission checks.
Use a trial record with the task, expected result, allowed information and reviewer. Keep an unsuccessful result visible. If an answer needs so much correction that the intended workflow becomes impractical, revise the scope before adding more users.

Which model licence applies?
Use the following release-specific licence examples as a procurement starting point. Save the licence accompanying the downloaded or quantised artefact and check any packaging or redistribution obligations for the intended use.
| Exact example | Documented licence | What to check |
|---|---|---|
| Ollama runtime | MIT | Keep this separate from the model licence |
| Qwen3-8B | Apache-2.0 | Record the exact artefact; do not generalise to the family |
| Mistral-7B-Instruct-v0.3 | Apache-2.0 | Verify the downloaded package and intended distribution |
| Llama-3.3-70B-Instruct | Llama 3.3 Community License | Review attribution, distribution, acceptable use and commercial conditions |
| Gemma 4 | Apache-2.0 in the model card | Record the specific variant and its licence |
| Earlier Gemma releases covered by the terms appendix | Separate Gemma terms | Do not apply the later licence retrospectively |
The Llama example has an additional commercial-licence condition tied to the licence's specified release-date and preceding-month user test. Read the complete condition rather than treating a model family name as permission for every deployment. The licence text is the basis for that review.
Keep the licence decision alongside the technical record. An approved runtime can download a model with different terms, so changing the model should trigger a licence check as well as an answer-quality test.

How do you start a local-only trial?
Use the official installation instructions for your operating system. Choose a local model, record its artefact and licence, and keep the initial test on the local machine. The documented listener is 127.0.0.1 on port 11434; changing the bind address changes who may be able to reach it.
Set the following variable in the environment of the server process, then restart it and inspect the log confirmation that cloud features are disabled. The FAQ documents this setting for cloud models and web search:
OLLAMA_NO_CLOUD=1
Follow the quickstart's local chat example:
ollama run gemma4:e2b
Test this setup on your operating system and record the exact stable runtime release, drivers and model digest. Start with synthetic prompts and check behaviour before using company material.
A model download and a locally executed prompt are separate events. The vendor says it does not see prompts or data when you run locally, but the cloud-disable setting is not an operating-system firewall. Review model pulls, updates and connected applications separately.
Do not use a local API address as the only evidence of local execution. The authentication documentation distinguishes local access from cloud authentication. Verify the selected model and request path, then test network traffic against the organisation's actual egress policy.

What should a shared installation look like?
We recommend an application with individual identities, followed by a TLS reverse proxy with authentication and access rules, followed by Ollama on an internal interface. Test this architecture before shared use. The reason for the explicit access layer is that Ollama's local API does not require authentication.
Define who can submit requests and which application can reach the runtime. Test a request without credentials and a request from outside the allowed path. Keep document permissions in the application and retrieval layer. A shared model endpoint should not become a shortcut around source access rules.
Add application-level audit events, a retention decision, health monitoring and a recovery plan. Give someone ownership of updates and rollback. Include the reverse proxy and any workflow system in that responsibility map. The cloud versus self-hosted automation guide helps identify responsibility for an attached automation layer.
Local placement should not replace testing of hostile source material. Include documents that try to redirect the assistant or reveal unrelated information. The RAG security guide covers those checks. State which failures prevent release, so a plausible answer cannot compensate for an access-control failure.

What should you inspect in logs and updates?
Use a synthetic request to inspect runtime, application and reverse-proxy logs. Check which fields appear under ordinary operation and when debugging is enabled. Check whether the logs contain prompts, personal data or secrets. The Ollama troubleshooting guide is a starting point for finding operational output, not evidence of its suitability for your retention policy.
Record who may read logs, how long they are kept and how they are removed. Collect enough evidence to investigate a failed request without automatically retaining every source passage. Test the chosen policy across the complete application rather than checking the runtime alone.
Before an update, keep the tested configuration and a rollback route. Repeat the important answer and access tests after changing the runtime, model or application. Decide how employees continue their work while the service is unavailable, and ensure the replacement operator can find the recovery instructions.

How do Ollama, LM Studio and vLLM compare?
Compare the tools against the same task and operating requirements. The documented features below do not establish a speed ranking or a universal production recommendation.
| Tool | Documented capability | Evaluation focus |
|---|---|---|
| Ollama | Local download and chat workflow | Application controls and repeatable task tests |
| LM Studio | Desktop application and headless llmster | Fit with desktop evaluation or server operation |
| vLLM | Scheduling and continuous batching | Measured serving behaviour under the intended workload |
LM Studio documents optional API-token authentication from version 0.4.0, with authentication disabled by default. A comparison that calls it desktop-only or says it cannot authenticate API requests would miss those features.
vLLM warns against relying exclusively on its API-key setting to secure access. Review its endpoints and additional controls before shared use. Continuous batching is a serving capability, not proof that a particular installation will meet your latency requirement.

When should you consider an EU cloud service instead?
Consider another deployment route if you cannot assign an operator or the local candidate fails the agreed task-quality or latency tests. Do not infer a quality deficit from the word “local”; compare the same tasks and permitted sources. Record why a candidate passes or fails before discussing wider rollout.
In typical EU projects, we use models through AWS Bedrock and Azure OpenAI in EU regions for client data. Resource location and actual processing location must be checked separately for the selected service configuration, along with retention and access.
09 / 09
What evidence should authorise regular use?
Keep a concise handover record: approved task, model artefact, licence, permitted data, access tests, answer tests, logging policy, operator and recovery instructions. Add unresolved points explicitly instead of converting them into product claims. Limit the initial release to the scope that passed.
Training belongs within the project. Show employees how to check answers, which information they may submit and where to report a failure. Put the approved tools and responsibilities in the company AI usage policy. Revisit the approval when sources, users or model versions change. See our guide to local AI for further planning.
